Health Information Technology 911 – 5010 Implementation

The process of sorting victims due to a disaster is commonly referred to as “Triage” in the healthcare industry.  Triage is basically determining the priorities in an emergency situation and many CIO’s feel this accurately describes the current situation with Computerized Provider Order Entry (CPOE), Electronic Health Records (EHR), Meaningful Use, HIPAA 5010, and ICD-10 implementations and deadlines looming.

There are many overlapping priorities and deadlines which all have some type of financial implication.  Many hospitals want to participate in the EHR incentive programs where they can receive a substantial bonus payment for meeting certain criteria of meaningful use with their EHR implementation.  But, HIPAA 5010 is required to be implemented by January 1, 2012 for billing.  In theory, if you are not billing in the 5010 by January 1, 2012—you are not getting any payment for services performed.

The goal to meet the meaningful use timelines has caused some hospitals to be in a 911 mode for 5010 implementation.  According to a survey conducted between April and June of 2010 by the Healthcare Information and Management Systems (HIMSS) for the 5010 Industry Readiness survey, one-third of providers did not expect to have a 5010 project started before the end of 2010 and thirty five percent had yet to consider 5010 planning.

Achieving meaningful use seems to have blown other priorities away.  But, the 5010 requirement is upon us with less than a year to implement.  The Texas Health Care Information Collection (THCIC) issued a newsletter recently (Volume 14, Number 3 – http://www.dshs.state.tx.us/thcic/hospitals/HospitalReportingRequirements.shtm) stating that they expect to start receiving state data submissions for 2012 discharges in the 5010 format.  We are currently doing our own survey with our participants to see where they are at in preparing for state submissions and we will keep you posted on the results.
